The Center for Industrial Research and Service (CIRAS) at Iowa
State University, is seeking qualified candidates for an External
Services Project Manager.
The External Services Project Manager is responsible for
coordinating and managing contracted services for Iowa businesses
to improve their profitability and capacity to foster growth. This
position is responsible for identifying, recruiting, managing, and
evaluating third party contractors. This position also leads the
efforts to ensure compliance to CIRAS, Iowa State University,
State, and Federal requirements for private contractors. In
addition, the External Services Project Manager leads CIRAS'
regulatory reporting for the Manufacturing Extension Partnership
The successful candidate will possess demonstrated success in
managing a variety of projects, suppliers, or activities. Critical
skills include relationship building, business acumen, excellent
verbal and written communication skills; interpersonal skills;
critical thinking, analytic and problem-solving skills; ability to
deal with ambiguity; and strong time management skills. All staff
members are expected to maintain the highest standards of integrity
and ethical behavior.
Duties and Responsibilities include but not limited to:
Identify, recruit, engage, manage, evaluate and dismiss third-party
contractors as a resource and in the performance of projects and
fulfillment of agreed scope of work and budget established for
projects. Collaborate and assist the company in identification of
return on investment/economic impact of projects. Provide coaching
and follow-up to ensure change is embedded within company
Identify, recruit, manage and evaluate third-party contractors in
the performance of projects and fulfillment of agreed scope of work
and budget established for projects. Coordinate the pairing of
third-party contractors with company needs, including requesting
and overseeing scopes of work and quotes from third-party
contractors. Responsible for managing budget and approval of
payments to third-party contractors.
Prepare and enter requests for purchase orders for third-party
contractors. Responsible for development, procedures, and
management of the CIRAS third-party process for MEP projects.
Improve CIRAS processes in working with third-party resources.
Coordinate resources within CIRAS and with CIRAS partners. Respond
to manufacturer's request for assistance by providing resources
from internal to CIRAS and Iowa State University or external using
third party contractors/resources or other partners, organizations,
Manage the regulatory reporting requirements for the MEP program.
Review, approve or exclude projects and companies submitted to NIST
MEP in compliance with the cooperative agreement. Responsible for
ensuring the accuracy of company, project, and survey data in the
